How to fix access to sql server?

My Error:
Cannot open server 'test-sqlserver' requested by the login. Client with IP address 'x.xx.xx.xx' is not allowed to access the server. To enable access, use the Azure Management Portal or run sp_set_firewall_rule on the master database to create a firewall rule for this IP address or address range. It may take up to five minutes for this change to take effect.
I've added my IP tried to do all of them and it still doesn't let me connect. I would love expert help.

Remove that rules AllowAllIps, that rule is very bad for you, since it permits anyone to reach your server.
In the screenshot, those white fields should all cover the same IP-address. That is, if it says Add your client IPv4 address (1.2.3.4), it should say 1.2.3.4 in the other two places as well. Double-check this. This should be enough. Or, at least, it works for me.

This is my frustration my IP address is there and saved and it still throws me this error. is there any other settings i need to be checking?

The other alternative that comes to mind is that there is some confusion about your IP-address. The error messages says one thing, but the actual IP-address is something else. (I'm assuming here that you have an IP-address assigned dynamically by your network provider.)
