how can i unlock my outlook account ?

my outlook account has been locked. when i try to reactivate it via phone number verification method they say this method is not working right now try another method.

how can i reactivate my outlook account ?

    The only way to get your account back is by using the Account Recovery Form: https://account.live.com/acsr. You can submit the form twice every 24 hours, so if you remember more details, give it another shot. For security reasons, Microsoft's recovery is automated, so support can't manually check your identity or bypass the system. Not having your old recovery phone or being in a new place makes it harder, since the system checks your usual devices and locations.
