Any program requiring me to sign in to my microsoft account is stuck in a sign in popup loop

I've been having persistent issues causing a sign-in loop with any program that requires me to sign in to my Microsoft account. I spoke to Xbox support and they directed me to Feedback Hub, so I've logged a complaint there, but I can't sign in to that either to track any update to my complaint. I have no idea how to even begin fixing this and it feels like i've tried everything that anyone suggests on reddit/support forums
