First issue to resolve is getting recognised by Entra, next comes the installation of Outlook. MSFT online help says the 4usqa error is a 'classic outlook' issue, however, I am encountering it on an M365 subscription on a brand new laptop.

Hi Brian, I can see how this would feel like a loop. The 4usqa error usually means Outlook is trying to use Microsoft Information Protection, but your account isn’t authorized in Entra yet. That happens when the “Microsoft Information Protection API” app in Entra is disabled or blocked by policy. The quickest fix is to have someone with Global Admin rights check Entra, find that app, and make sure it’s enabled for sign-in. After that, clear any saved Office credentials in Windows Credential Manager and sign in again before repairing or reinstalling Office. Do you have admin access yourself, or should we loop in your IT team? Also, is this a work account or personal M365 subscription?

Thanks for reaching out with the answer above, I really do appreciate light at the end of the tunnel.

MSFT sent me an email on Nov 18th, saying they had added my Entra subscription to my Billing Account, and that I would not need to take any action.

To answer one of your questions, my account is for a one-person (me) company. So, to that end, I am the IT team (though I am not technical at all).

Any thoughts on best next steps?

Got it, thanks for clarifying. Since you’re the admin, here’s the simplest next step: sign in to Microsoft Entra Admin Center with your M365 account, go to Enterprise Applications, search for the app with ID 40775b29-2688-46b6-a3b5-b256bd04df9f (Microsoft Information Protection API), and make sure “Enabled for users to sign in” is set to Yes. Save changes, then sign out and back in. After that, clear any saved Office credentials in Windows Credential Manager and try Outlook again. If you don’t see that app or the option, let me know.
