Signing up for "Microsoft 365 Developer Program" fails with private MS account

When trying to us an ...@outlook.de or ...@outlook.com account to sign up for the Microsoft 365 Developer Program the screen is stuck with a permanently spinning update circle and the message "Please wait while we load your information". There are multiple similar reports of this kind in this forum, like

I also tried multiple variations of settings, no success.

The reports of similar kind are coming in in this forum for at least a week.

There has been a note in an answer that eligibility has been changed by MS, with a link to a site titled "Microsoft 365 Developer Program FAQ". There it states explicitly that a "Microsoft account (created by you for personal use)" can be used to sign up. In my particular case I need to sign up in order to allow me to create a Fabric Trial account, which I need to conduct the exercises provided by MS Learn as preparation for certification. The exam for my certification is scheduled and this problem prevents me from practising anything.

    Honestly, I’ve seen several other users experiencing the same issue when trying to sign up for the Microsoft 365 Developer Program with a personal Microsoft account. At this time, there is no official public announcement confirming the cause, and we have not yet received any update from Microsoft about this behavior. 

    I have also tested this scenario myself and can confirm that personal accounts are currently experiencing the same “stuck loading” behavior you described: User's image

    As a forum moderator, I do not have access to the internal systems required to investigate individual account issues due to privacy and security protocols. I hope you can understand this. 

    Therefore, I highly recommend contacting Microsoft Support through Services Hub. Please note that Services Hub is intended for paid support tickets and access is subject to certain conditions. You can find more details here Services Hub sign in FAQs | Microsoft Learn.   

    Alternatively, if you have a business/work (organizational) account, you may want to try signing up for the Microsoft 365 Developer Program with that account to see if you can access the dashboard.
