Based on your description, you cannot add or edit services in Microsoft Bookings because the Save button does nothing after entering details. In case you want to submit a service request ticket. Here are some suggestions to raise support ticket to Microsoft Support Team.

Or you can access the support portal and submit your ticket without further issues Ticket Support: In the Microsoft 365 Admin Center > Support > Help & Support. You can raise support ticket: https://admin.microsoft.com/#/support/requests
In the meantime, here are some more suggestions you can try:
Clear browser cache or use InPrivate mode
- Sign out of Microsoft 365, clear cache/cookies, then sign back in.
- Alternatively, try a different browser or InPrivate window.
Check your role in Bookings: Go to Bookings > Staff and confirm your role is Admin, not Viewer or Team member. Only Admins can add/edit services.
Switch to the old Bookings experience: Some users report that edits save correctly in the old UI. If available, toggle to the old experience and retry.
Verify page publishing and time zone settings
- Go to Bookings > Booking page and click Save and publish.
- Ensure your Bookings time zone matches your Outlook calendar.
Check service details: If you added custom questions or fields, make sure they are enabled and saved properly under Custom fields before saving the service
