Here are some steps you can try:
- Check if you can sign in on Outlook Web: Go to https://outlook.office.com. If it works, the issue is with the desktop app.
- Disconnect your work or school account in Settings: Go to Settings > Accounts > Access work or school > Select your account and Disconnect, and then try again.
- Removed your account from Credential Manager. Go to Credential Manager > Windows Credential > Select your account and Remove.
- Create a new Outlook profile: Control Panel > Mail > Show Profiles > Add > Sign in again.
- Start Outlook in Safe Mode: Run
outlook.exe /safe. If it works, disable add-ins causing the issue.
