Outlook Web Add-in Sideloads Successfully but Does Not Appear in Apps Popup (SSO Add-in)

After following the official documentation for registering an SSO-enabled Outlook add-in (Register your Office Add-in that uses SSO with the Microsoft identity platform (v2)), sideloading now completes successfully — but the add-in does not appear in Outlook Web’s “Apps” popup or panel.

✅ What’s Working

  • Sideload completes successfully (no “Sideloading rejected by Exchange” error).
  • The add-in appears in the Manage add-ins list with “Added” status.
  • Manifest validates successfully with no schema or XML errors.

⚠️ Current Issue

The add-in does not appear in the Outlook Web “Apps” popup/panel, where other add-ins such as Viva Insights or Send to OneNote are listed.

Even though it shows as installed, it’s not visible when:

  • Opening emails in read mode
  • Composing new emails
  • Viewing the calendar

🔍 What’s Been Tried

  • Clearing browser cache and restarting Outlook Web
  • Signing out and back in
  • Waiting over 15 minutes for potential propagation

🧩 Configuration Details

  • Using MessageReadCommandSurface extension point in the manifest
  • All resource URLs (commands.html, taskpane.html, icons) are accessible via HTTPS
  • Azure AD app includes a custom access_as_user scope
  • All API permissions granted with admin consent
